Heater outlet temperature control

Hi:

Most of the refinery units (Crude, Vacuum etc.,) have heaters to provide the energy needed for separation. You will see both TC-PC (fuel gas pressure) and TC-FC (fuel gas flow) cascade configurations for controlling the heater outlet temperature.

My question is which is better and why?
